PART I
FOUNDATIONAL LABOR POLICY

Labor Code of the Philippines

Article 3. Declaration of basic policy. The State shall afford protection to labor, promote full employment, ensure equal work opportunities regardless of sex, race or creed and regulate the relations between workers and employers. The State shall assure the rights of workers to self-organization, collective bargaining, security of tenure, and just and humane conditions of work.

Article 4. Construction in favor of labor. All doubts in the implementation and interpretation of the provisions of this Code, including its implementing rules and regulations, shall be resolved in favor of labor.

Article 12. Statement of objectives. The policy of the State includes promoting and maintaining full employment, protecting citizens desiring to work locally or overseas, regulating the movement of workers in conformity with the national interest, and strengthening the network of public employment offices.

Batas Kasambahay

Section 2. Declaration of Policies. The State strongly affirms labor as a primary social force and is committed to respect, promote, protect and realize the fundamental principles and rights at work. It also recognizes the need to protect domestic workers against abuse, harassment, violence, and economic exploitation.

Section 5. Standard of Treatment. The employer or any member of the household shall not subject a domestic worker or kasambahay to any kind of abuse nor inflict any form of physical violence or harassment or any act tending to degrade the dignity of a domestic worker.

Section 6. Board, Lodging and Medical Attendance. The employer shall provide the domestic worker with at least three adequate meals a day, humane sleeping arrangements, and appropriate rest and assistance in case of illness or injury sustained during service without loss of benefits.

PART II
SOCIAL SECURITY AND OVERSEAS WORKERS

Social Security Act of 2018

Section 2. Declaration of Policy. The State shall establish, develop, promote and perfect a sound and viable tax-exempt social security system suitable to the needs of the people throughout the Philippines and ensure meaningful social security protection to members and their beneficiaries against disability, sickness, maternity, old age, death, and other contingencies resulting in loss of income or financial burden.

Section 3. Social Security System. To carry out the purposes of the Act, the Social Security System is created as a corporate body that functions as an independent and accountable government-owned and controlled corporation, under the direction of the Social Security Commission.

Migrant Workers and Overseas Filipinos Act

Section 1. Short Title. This Act shall be known and cited as the "Migrant Workers and Overseas Filipinos Act of 1995."

Section 2. Declaration of Policies. The State shall, at all times, uphold the dignity of its citizens whether in-country or overseas and afford full protection to labor, local and overseas, organized and unorganized. It shall provide adequate and timely social, economic and legal services to Filipino migrant workers and continuously create local employment opportunities while protecting the rights of overseas workers.

Section 4. Deployment of Migrant Workers. The State shall deploy overseas Filipino workers only in countries where the rights of Filipino migrant workers are protected through labor and social laws, international commitments, bilateral arrangements, or equivalent positive protective measures.
